La pregunta de la papeleta sobre ART no detendrá el proyecto

Los votantes del Condado de Bernalillo pueden votar una pregunta sobre el controversial proyecto de tránsito rápido de Albuquerque, pero los resultados tendrán poco o ningún efecto en el proyecto mismo.

La interrogante de la papeleta les pregunta a los votantes si están a favor de someter el controversial proyecto de Albuquerque Rapid Transit (ART) a votación en futuras elecciones. Incluso si la mayoría de los votantes en el candado están a favor de votar sobre ART, el consejo municipal de Albuquerque no estarían requeridos agregar la propuesta a ninguna votación futura.

La pregunta exacta pide a los votantes, “¿Están a favor de dar los votantes que residen en los límites del municipal de la cuidad de Albuquerque la oportunidad de votar en apoyo o en oposición del proyecto propuesto de Albuquerque Rapid Transit?”

Incluso si la pregunta reciba un ‘si’ resonante cuando los resultados estén listos la próxima semana, no hay nada en la papeleta que pueda detener el proyecto de avanzar. El patrocinador de la pregunta la Comisionada del Condado Debbie O’Malley dijo que ella quería enviar un mensaje al Alcalde Berry en nombre de los propietarios de negocios que todavía se oponen al proyecto.

“Esperaba que el alcalde reconsideraría y respondería a la gente que se siente que no han recibido repuesta,” dijo O’Mallay.

O’Malley fue rápido para admitir que Berry no ha mostrado ninguna señal de desaceleración del proyecto de tránsito, el cual comenzó la construcción pesada a principios de este mes, y es probable que una pregunta de asesoramiento no cambiare la situación.

“Parece que él va a seguir avanzando,” dijo O’Malley.

Aún si la pregunta era vinculante, el consejo municipal, no la comisión del condado, será el órgano para detener el financiamiento de ART.

“Está básicamente fuera del control del candado y parece que está fuera del control de la comunidad.” dijo O’Malley.

Sin embargo, la comisión del condado aprobó la pregunta de O’Malley para la lista de la elección general. La pregunta no pide a la cuidad de proponer una pregunta vinculante, pero O’Malley dijo que ella quería dar voz al público general.

“Por lo menos es una manera en que pueden expresar sus preocupaciones,” dijo O’Malley.

Desde la incepción de ART, ha habido una serie de reuniones comunitarias para darle al público la oportunidad de expresar su opinión.

The Rio Grande Foundation, una organización de investigación para el libre mercado, fue una de las primeras y más acérrimas voces que se opusieron en Albuquerque. El grupo patrocinó previamente una presentación de un orador del instituto de Cato el año pasado, antes de la aprobación del proyecto de ART. El Director Ejecutivo de Rio Grande Foundation Paul Gessing dijo a NM Political Report por correo electrónico que también ve esto como una oportunidad para que el público se haga escuchar.

“Es desafortunado que los funcionarios elegidos de la cuidad nunca les dieron la oportunidad a los votantes de Albuquerque de votar el proyecto tan transformativo para la cuidad, pero dado la disposición del Alcalde Berry y de 7 de los 9 miembros del consejo municipal a terminar el proyecto, incluso un voto no vinculante sobre ART es mejor que nada,” escribió Gessing.

Pero, Gessing dijo, puede ser demasiado tarde de poner fin a la construcción que está actualmente ocurriendo por Central, incluso con una pregunta electoral no vinculante.

“Desafortunadamente, a menos que suceda un milagro, el proyecto estará muy avanzado en la fase de construcción antes que la votación final tenga lugar,” dijo Gessing.
