The state House of Representatives voted 41-27 to advance a proposal to draw money from the state’s Land Grant Permanent Fund to pay for more prekindergarten programs.

“This bill … is a step in the right direction,” said Rep. Javier Martinez, a co-sponsor of the bill, along with Rep. For just a moment, it looked like Stan Rounds was the loneliest guy in the room. The executive director of the New Mexico Coalition of Educational Leaders stood up during a committee hearing to tell educators, lawmakers and early childhood education proponents that he is against a proposal to pull money from the state’s multibillion-dollar Land Grant Permanent Fund to expand prekindergarten initiatives. That’s because, he argued, that state trust land endowment is designed to support K-12 public education programs — and any other draw from the fund, now valued at about $17.5 billion, could hurt schools down the line. A peaceful end to Martinez’s final session

There were no threats of a government shutdown this time. Instead, a sort of political peace reigned as the 30-day legislative session ended Thursday with a $6.3 billion budget headed to the governor’s desk along with a bipartisan slate of crime legislation and pay raises for teachers and state police. The bombast and sense of crisis that marked the 2017 session seemed to evaporate as Gov. Susana Martinez sought to strike a conciliatory tone on her way out of office. But gone, too, were any major initiatives or innovative policy changes. With Martinez nearing the end of her term and the state’s financial outlook brightening but not totally sunny, the session ended anticlimactically, with lawmakers eager to avoid another partisan showdown as they also wait to see what direction the state’s economy — and the governor’s yet-to-be-elected successor — might take.

No vote on early childhood education funding this year in Senate Finance

The proposal to expand early childhood education across New Mexico died quietly Tuesday at the state Capitol, scotched because a vote on the initiative will not be taken in the state Senate Finance Committee. Sen. John Arthur Smith, the Democrat from Deming who chairs the committee, said in an interview that he had decided not to give a hearing to the proposed constitutional amendment before the legislative session ends at noon Thursday. “It doesn’t have the votes,” Smith said of the measure, House Joint Resolution 1. Asked if he had polled his 12-member committee, Smith said he expected that at least he and the five Republican members probably would vote down the initiative. That would leave the measure no better than a 6-6 tie, meaning it could not advance to the full 42-member Senate.

Over eight weeks, the trial has featured dozens of witnesses and numerous citations to academic studies and policy reports. But in the end, the trial before First Judicial District Judge Sarah Singleton in Santa Fe boiled down to dueling worldviews. The plaintiffs — the New Mexico Center on Law and Poverty and the Mexican American Legal Defense and Educational Fund (MALDEF) — cited education outcomes for low-income, Native American and English language learners as evidence that New Mexico does not meet its constitutional obligation to provide a sufficient education for all children.
